Stephen Levi Carter, MBA

Founding Partner & CEO

Stephen Levi Carter, MBA, PMP, is a serial entrepreneur, healthcare executive, bestselling author, and mentor with nearly three decades of experience in finance, operations, business development, and strategic growth. A graduate of Langston University and the University of Houston–Clear Lake, he built his career in managerial and executive leadership across consulting, medical insurance, oil and gas, and technology before channeling that experience into entrepreneurship.

He is the co-founder and CEO of Sterling Staffing Solutions and has helped build a growing portfolio of healthcare ventures, including White Orchid Hospice, Carter Brothers Consulting, CredIQ Health, and Cartera Health. A decorated U.S. Army veteran, Carter served as a combat medic during Desert Storm and received the Army Commendation Medal for meritorious service.

Dr. Sterling L. Carter

Founding Partner & Clinical Leader

Dr. Sterling Carter is a leader in his field and strives to promote innovation in the healthcare community. He has over twenty years of experience working as a professional physical therapist and is a decorated U.S. Army veteran who served his country for over two and a half decades, earning the rank of Major before retiring.

Dr. Carter has extensive education, training, and experience in the healthcare arena. He earned his Bachelor of Science in biology from Langston University and went on to complete his Master of Science in physical therapy with a focus in orthopedics at Texas Woman's University. He now holds a Doctorate of Physical Therapy from Simmons College. In addition to his higher education, Dr. Carter is a graduate of the esteemed Fort Bend Leadership Forum and a Certified Strength and Conditioning Specialist (CSCS).

A successful serial entrepreneur, Dr. Carter has held countless leadership positions throughout his career. He is currently the President and CEO of Sterling Physical Therapy & Wellness and a founding partner and CEO at Sterling Staffing Solutions. His past business ventures include Sterling Energy Solutions, Sterling Security Group, and Sterling Strategic Counsel, among others.

Mindy Kendall

VP of Product Development

Mindy Kendall serves as Vice President of Product Development at CredIQ Health. She brings more than 15 years of healthcare staffing and operations experience—from client relations and full-cycle recruitment to technology-led growth at Sterling Staffing Solutions.

She has overseen branch operations spanning intake, care coordination, payroll, billing, recruitment, marketing, and sales, while also leading technology rollouts and the design teams behind internal applications. Mindy holds an Associate of Science degree from Houston Community College and has helped scale organizations recognized on the Inc. 5000 list of fastest-growing private companies.
